This Tutorial was written in Psp 9 but is compatible in any version.
Supplies used
Tube is by Elias Chatzoudis which you can purchase his work at MPT.
Mask is by Becky which you can get here. As I am not sure if she has a site anymore.
All other Supplies are from my kit called EEK! Which you can purchase here.
This kit is available in Tagger size.
Let's get started
Open up a white canvas 600x600
Open up your supplies in your psp

Open up a paper of choice and make this your pattern fill.
Using your elipse shape draw out a circle in the middle of your canvas.
Add a shadow of choice.
Next draw a smaller circle inside of the circle that you just created. Making this circle black. On this circle layer go to selections-select all float and defloat.
Add the haunted house paper in the circle. Lower the opacity to around 40.

Next open up your Scallop shape and place this in the middle of the circle that you just created. Add a shadow of choice to this layer.

After you have done this open your elements of choice and place them around your tag where desired. Add a drop shadow to each of your elements.
Add your tube to the tag where you desire.

Next add a new raster layer and place this as your bottom layer.
Fill this with black or another color of choice. Add your mask.
Place your text and copyright on your tag and you are done.
